Response regarding Rank Signage from Parking Design

In response to concerns over the condition and consistency of the current taxi sign and road marking arrangements, the Parking Design & Implementation team agree to conduct a survey of each taxi stand/rank in the city within six months including the remarking of any rank/stand deemed to be in a poor condition and the installation of the correct regulatory sign (a version of which is attached) in accordance with the relevant Traffic Regulation Order.  Signs not prescribed or authorised within the Traffic Signs Regulations & Directions 2016 will not be considered – nor shall a commitment be made to maintaining existing signs of that nature.  The survey shall also include ranks which are subject to other controls outside the operational hours of the rank, such as loading (sign example also attached).  In terms of Regency Square, officers will include this proposal within an upcoming Citywide Traffic Regulation Amendment Order in November however; it is worth reiterating at this stage there may be objections which may result in the proposal being pulled from the Order.

Response from Transport team (Cath Dignam) to items 7.g & 7.h

Re item 7g: Regency Square/Kings Road Proposal We have previously advertised a proposal to implement parking at this location which was met with strong objection from the residents of Regency Square due to the proximity of the memorial.

We could take forward a proposal for a taxi rank, however, depending on the number and nature of comments received we may need to withdraw the proposal. We will advertise this on our next available citywide traffic regulation order in November.       

Re item 7.h: Rank Signs response from the Transport Team – We will undertake a review of all taxi ranks to ensure all the signs and road markings are compliant with the regulations and are consistent across the city. Only prescribed signs and road markings associated with a traffic regulation order will be considered as a part of this works to ensure they are compliant with the regulations – additional non-prescribed signage, such as ‘TAXI RANK’ or ‘TAXIS ONLY’ will not be considered.

Vehicle age limits 8.28

The frequency of testing required (see ‘frequency of vehicle tests’ above) to ensure the ongoing safety of vehicles is a separate issue to the setting of maximum age limits at first licensing, or maximum age limits beyond which an authority will not licence a vehicle. The setting of an arbitrary age limit may be inappropriate and counterproductive and result in higher costs to the trade and ultimately passengers. For example, a maximum age for first licensing may have adverse unintended consequences; a five-year-old used electric vehicle will produce less emissions than a new Euro 6 diesel or petrol fuel car – enabling the trade to make use of previously owned vehicles will assist it to transition more rapidly to zero emission vehicles and improve air quality.

8.29 Licensing authorities should not impose age limits for the licensing of vehicles but should consider more targeted requirements to meet its policy objectives on emissions, safety rating and increasing wheelchair accessible provision where this is low.
